CRDC: School Climate and Safety: Harassment/Bullying and Discipline

Every other year, the U.S. Department of Education (ED) conducts the Civil Rights Data Collection (CRDC) for data on key education and civil rights issues in our nation's public schools. This required collection helps illustrate student access to opportunities and aspects of school climate. The CRDC School Climate and Safety: Harassment/Bullying and Discipline examines aspects of school climate by providing information about school safety and discipline practices. Data displayed in this section show the number of allegations of harassment or bullying and the rates of school discipline by student group.

Note: All data presented in this section are reported by school districts to ED. The Oklahoma Department of Education (OSDE) does not collect or validate these data.

Incidents of Harassment or Bullying

Why do we measure this?

Measuring the number of allegations of harassment or bullying provides information on school climate and safety. The CRDC defines harassment or bullying as intimidation or abusive behavior toward a student from a different background, school employee, or non-school employee. Bullying and harassments can take many forms, including verbal name-calling, insults, or intimidation, as well as non-verbal acts or behavior such as graphic or written statements, or conduct that is physically threatening, harmful, or humiliating.

In-School Suspensions

Why do we measure this?

The number and rates of suspension by student group provides information on school climate, student discipline, and exclusionary practices.

What was measured?

Data displayed here show the number of students who received one or more in- school suspensions. CRDC defines In-school suspensions as an instance in which a student is temporarily removed from their regular classroom(s) for at least half a day for disciplinary purposes but remains under the direct supervision of school personnel. Direct supervision means school personnel are physically in the same location as students under their supervision.

The number and rates of out-of-school suspensions by student group provide information about school climate, safety, student discipline, and exclusionary practices.

What was measured?

Data displayed here show the number of students who received one or more out-of-school suspensions. CRDC defines Out-of-School Suspension as an instance in which a child is temporarily removed from his/her regular school (in-person or virtual setting) for at least half a day for disciplinary purposes to another setting (e.g., home, behavior center). Why do we measure this?

The number and rates of expulsion by student group provide information to stakeholders about school climate, safety, student discipline, and exclusionary practices.

What was measured?

Data displayed here show the number of students who were expelled from their school setting and provided educational services. CRDC defines expulsions as an action taken by the local educational agency (LEA) of removing a child from their regular school (in-person or virtual setting) for disciplinary purposes, and providing educational services to the child (e.g., school-provided at home instruction or tutoring; transfer to an alternative school) for the remainder of the school year (or longer).
